Conditions for previous work - student finance for transition and retraining

In order to be entitled to transition study support, you must meet two conditions for previous work; the establishment and topicality conditions. CSN will assess whether you meet the conditions, and in most cases you will not have to provide more information. However, if the requirements are not met after our initial assessment, CSN will ask you to submit more information and documentation.

The establishment condition

In order to meet the establishment condition, you must have worked and received a certain minimum income for at least 96 months (8 years) during the last 14 years. We can only take into account such work that you have performed starting from the year that you turned 19 years of age.

The time period that we assess is counted from the day before your application was received by CSN. If your application is received after your studies have started, the time period is based on the beginning of the study period.

Such months that your earned income was at least 12.5 percent of the income base amount are fulfilled. In the table below, you can see how much you must have earned in order for the income condition to be fulfilled for a particular month.

The income base amount changes annually, which affects the income limit. For those years preceding 2019, CSN will assess how many months your total annual income corresponds to.

CSN equates certain benefits from Försäkringskassan with work for a maximum of 24 months. This means that in some cases conditions can be fulfilled for one or more months even if you have not had sufficient income from work. This can apply if you have had any of the following benefits:

  • parental benefit
  • pregnancy benefit
  • benefit for the care of a closely related person
  • rehabilitation cash benefit
  • sickness benefit
  • disease carrier's benefit
  • daily allowance and daily cash benefits for total defence service people

You can meet the condition by working in your own business. If CSN needs this information to determine whether you meet the condition, we will contact you.

We can include work income and equivalent benefits in the EEA area, the UK and Switzerland in our assessment, providing that you submit documentation of this.

The topicality condition

To meet the topicality condition, you must have worked for at least 12 out of the last 24 months.

The time period that we assess is counted from the day before your application was received by CSN. If your application is received after your studies have started, the time period is based on the beginning of the study period.

Such months that your earned income was at least 25 percent of the income base amount are fulfilled. For those years preceding 2019, we count the whole year if your income was at least three income base amounts. In the table below you can see how much you must have earned in order for the income condition to be fulfilled for a particular month or year.

We will ask you to show that you have worked an average of at least 16 hours per week, if your income was too low. You can prove this, for example, by submitting payslips or work certificates from employers.

If you have had certain benefits during a month where you do not reach the income limit, we will extend the time period that is assessed. This applies to the following benefits:

  • student finance for transition and retraining
  • parental benefit
  • pregnancy benefit
  • benefit for the care of a closely related person
  • rehabilitation cash benefit
  • sickness benefit
  • disease carrier's benefit
  • daily allowance and daily cash benefits for total defence service people.

This means that if you, for example, have been receiving parental allowance for 6 months, the assessed time period is extended from 24 to 30 months. There is no limit to how far the time period can be extended.

You can meet the condition by working in your own business.

We will ask you to show that you have worked an average of at least 16 hours per week, if your income was too low. You can prove this by submitting, for example, a certificate from an accountant or other documentation of your worked hours.

We can include work income and equivalent benefits in the EEA area, the UK and Switzerland in our assessment, providing that you submit documentation of this.
